The London Borough of Barking and Dagenham, like the rest of the public sector, is facing a period of significant financial challenge. Within the context of an ambitious growth agenda, firmly rooted in ensuring no-one is left behind, the Council’s care, support and public health services have radically rethought their operating models to deliver the outcomes people need, within the budget that is available.
The Council’s new structure creates a strong commissioning core, working in partnership with frontline operations, and nowhere is this transformation more significant than in Care and Support. Whilst we have developed specific plans under our Transformation Programme to deliver savings, it is clear that the scale of change will require the organisation to develop new skills, behaviours and ways of working.

The Service Development and Integration block has brought together a range of services under the banner of Care and Support that had previously operated separately. We have preserved the identity of children’s, adults’ and healthy lifestyle commissioning, but created integrated support functions to drive the collaboration and shared approach to outcomes that must define our future working.
This operates across the commissioning cycle, from our approach to using intelligence about our population and the performance of our services through to commissioning innovative services and models across Adults, Children, and Health and Wellbeing.

Integral to achieving this vision will be our new Heads of Commissioning. These roles report to the relevant Commissioning Directors and will take a lead on commissioning services for Children, Adults and Healthy Lifestyles. These positions are pivotal in improving outcomes, driving service change and developing a culture that supports the Councils’ vision for commissioning. They will be go-to points within the Council’s ‘commissioning core’ to advocate for the outcomes service users want, to drive the development of innovation in meeting those outcomes, and to push for efficiency within the budget envelope available.

- Leading a newly formed team of commissioners and leading the development and implementation of the Council’s commissioning plans, which involves working with senior officers and members across the council, external partners and providers to achieve the best outcomes for our residents.
- Developing a strategic and evidence based approach to commissioning, understanding the organisation’s priorities and assessing a range of policy and service delivery options to best deliver the desired outcomes in a strategic and cross cutting way.
- The commissioning of services through a range of options including negotiation, procurement, partnership development, enabling, regulating etc. To produce service specifications and service level agreements to achieve improved outcomes for service users.
- Keeping a strong focus on quality of service provision across the local area, including in services not directly commissioned, and to ensure that prompt action is taken in response to emerging concern and in partnership with regulators.
- Providing constructive challenge and provide leadership in terms of holding providers to account for performance and ensure commissioned services provide value for money and deliver against agreed specifications, including managing risks and underperformance. To report on delivery of outcomes to stakeholders including elected members and other council officers.
We are seeking a driven individual, ready to innovate in an organisation embracing change. You will be a team player, willing to collaborate internally and externally to achieve results. Partnership working will be a necessity, so an ability to influence and engage is required across key organisations including the CCG, Police, NHS providers and our voluntary sector partners.
The successful candidate will have successfully reshaped service options in dialogue with service users and providers, have reduced demand for services and improved outcomes. Experience of a senior commissioning and leadership role in Social Care or Public Health would be an advantage.
