Government Relations
Government Relations was established in 2006 to complement and advance Pew's work in the public policy arena. In 2010, the department was reorganized and staff that had been spread throughout the institution were consolidated into a single unit. Government Relations is comprised of a managing director and four managers overseeing advocacy of Pew's programmatic agenda as well as operations and institutional advocacy. The deputy director for operations and his team focus on supporting Pew-wide government relations priorities as well as assisting the efforts of the other managers. The priorities of Government Relations are to: (1) provide relevant, timely and insightful advice on legislation of direct relevance to the Trusts, its programs and advocacy goals; (2) develop close effective relationships with key congressional offices, the administration and the government affairs staffs of major trade groups relevant to our work; (3) develop Pew's annual advocacy strategy as well as manage and facilitate its implementation; (4) work hand in hand with program staff and policy experts to guide advocacy from inception to successful completion; (5) coordinate, collaborate and communicate with and between Government Relations and program staff to advance institutional priorities; and (6) monitor, track, review and approve all interactions between Pew staff and government officials including participation in coalition efforts and work with our external stakeholders.
Position Overview
The Associate, eAdvocacy, Government Relations position is a member of the core Government Relations department reporting to the Officer, eAdvocacy. Working with Government Relations, campaign and Web teams, this staff member is an integral part of the eAdvocacy team. The Associate oversees mass message requests, assisting projects with the development of online, policy maker outreach strategies, providing technical support across the institution (Salesforce, Tableau, Exact Target, KnowWho), and producing value-driven results that demonstrate impact.
The Associate is the main user of the Salesforce database. They understand the scope and complexity of this database and the ways in which it can be used to create strategic audiences for programmatic content. The Associate works with program to create content for messages sent to policy makers and their staff. The Associate seeks approval for this content, ensures staff compliance with lobbying requirements, and maintains a publication schedule for sending messages. Ability to HTML code message content in Dreamweaver with images, tables, bullets, and Pew style is required. This code is entered by the Associate into the Exact Target email tool where it is sent to the targeted audience of policy makers and staff. After sending these messages, the Associate uses Salesforce to analyze performance data to improve audience targeting, track policy maker interest, and report effectiveness internally.
The Associate is responsible for helping to educate Pew staff on eAdvocacy tools through campaign meetings, brown bag workshops, presentations, and the quarterly eAdvocacy report. The Associate stays abreast of new technologies, best practices, and skills to enhance the work of eAdvocacy. In addition to specific requirements listed below, the Associate possesses a high work standard, the discretion to handle confidential information, the ability to quickly learn software specific to the unit and adeptness at setting priorities and anticipating needs. This Associate will report to an Officer and will be expected to become knowledgeable in all facets of the unit.
- Project manage legislative eAdvocacy requests including; message drafting, list development, lobbying compliance, message calendars, approval processes and technical aspects involved in message creation for approximately 25 campaigns.
- Work closely with Government Relations embeds to develop legislative outreach plans that produce impactful results.
- Monitor performance metrics to inform strategy and revise accordingly to enhance programs' legislative (online) communications.
- Lead and attend planning meetings with officers, project directors and staff to build relationships and support objectives.
- Manage legislative database, KnowWho, and maintain expertise in the development of legislative lists and policy maker outreach strategies.
- Proactively and independently explore technical solutions to improve Pew's messaging platforms and tools that produce highly targeted audience lists.
- Set project timelines, identify message audience members, oversee approval processes, and draft formatted materials using DreamWeaver, Exact Target and SalesForce. ***Must be proficient in HTML and CSS.
- Coordinate with eAdvocacy colleagues to collaborate on campaigns that include advocacy and legislative components.
- Produce quarterly eAdvocacy report to CEO and executive team.
- Expand knowledge and awareness of eAdvocacy within institution through presentations, brown bag discussions, meetings, etc.
- Utilize analytics tools to create visual illustrations of message performance, list engagement, and issue development –experience in Tableau, Excel, and Google Analytics preferred.
- Attend campaign meetings to educate staff on eAdvocacy's outreach tools and technical support offerings.
- Review campaigns' deliverables and proactively explore opportunities to leverage eAdvocacy tools to assist programs in their outreach efforts.
- Collaborate with project directors, communications embeds and program staff to build impactful outreach plans that enhance the institution's profile as a resource amongst policy makers.
- Develop and execute online messaging strategies that support TOPs' deliverables. Impact will be measured by performance metrics.
- Build lists of legislative targets to reflect campaigns' objectives and review message metrics to inform outreach strategies and strengthen audiences.
- Keep up with new developments and trends in e-advocacy – contribute to the continued improvement of Pew's e-advocacy program.
Impact
- Improvement of Pew's e-advocacy program by supporting the maintenance and implementation of successful e-advocacy strategies/approaches.
- Enhance the use of Pew's e-advocacy software by campaign and Web staff by providing support and advice.
- Advance the Government Relations team's ability to support the needs of Pew's staff by providing high quality customer service, ensuring communication is responsive and thorough and developing and maintaining excellent files and records for staff use with internal and external clients.
Requirements
- Associate's degree required, Bachelor's degree preferred
- At least two years of applicable experience
- Experience supporting successful online advocacy campaigns for online and audiences and policy makers.
- Must have excellent written and oral communications skills and be able to work individually and in groups to meet goals. Proven ability to frame and draft cogent written messages.
- Experience writing for the Web, specifically for advocacy campaigns.
- Detailed working knowledge of constituent relationship management systems designed for advocacy and mass emails systems. Experience with Salesforce, Exact Target, KnowWho, Engaging Networks, and/or Dreamweaver is a plus.
- Working knowledge of HTML, CSS or Web applications.
- Understanding of data analytics tools. Knowledge of Tableau, Google Analytics, Excel is a plus.
- Flexibility. Ability to juggle multiple priorities, organize time and identify resources for projects.
- Team player. Able to work in groups to meet goals. Understands organizational structures and is able to work effectively through administrative systems.

- Previous Capitol Hill experience and/or knowledge of Congressional process is preferred.
